Banner Station Information

Directive #      4520.00.01(d)


The sites established for the erection of approved banners are located on Fifth Street adjacent to Lewis Park and at Anfield Road.

Requests for the display of  banners will be accepted in writing on the attached "Request to Install a Banner" and "Banner Specifications" form which outlines the undertaking required from the applicant prior to approval being granted. (See Appendix I and II).

A fee of $155.00 plus applicable taxes (the banner fee) shall be paid by the applicant when the application is submitted for the banner installation, removal, and administrative processing costs. 

Requests to display banners are to be directed to the Community Services Department, Lewis Recreation Centre for submission and collection of the banner fee.  All requests will be forwarded to the Property Management Coordinator for approval.

When approval has been granted, it is then the responsibility of the applicant to arrange for the drop off of the banner as outlined on the "Request to Install a Banner" form.

The Community Services Department, Property Management Section will maintain a register of the banners approved for display and will be responsible for scheduling space at the banner station.  No more than one banner will be erected on the banner station at any given time.  Reservations for space will be made on a first come, first served basis, except for banners advertising civic events.  A banner may go up or be removed before or after the dates approved to meet operational requirements.

There shall be no commercial or political messages displayed at the banner station, as determined by City staff. In addition, banners which are judged to be offensive or demeaning in nature will also be rejected.   Should there be any dispute regarding commercial or political messages or the appropriateness of a message, the matter shall be decided by the Manager of Corporate Administration subject to an appeal to Council. Groups dissatisfied with a rejection may appeal to City Council should they wish to pursue the matter.  In the event the banner is rejected, the applicant will receive a refund $125.00 with a hold back amount of $30.00 to cover administration processing costs.

The annual maintenance of the banner station will be undertaken by the Community Services Department, specifically by the City Electrician.

SCOPE:

This statement outlines the policy for displaying banners at the City Banner Station.

POLICY:

1. The following organizations will be permitted to display their banner at the banner station.

a) Approved fund raising organizations
b) Art/Festivals
c) Community Awareness/Educational
d) Civic
e) Other, as approved by Council

2. There shall be no commercial or political messages displayed at the banner station, as determined by City staff. Should there be any dispute regarding commercial or political messages or the appropriateness of a message, the matter shall be decided by the Manager of Corporate Administration subject to an appeal to Council.

3. Banners shall be displayed, in accordance with the "Banner Specifications" and "Banner Installation Procedure" that make up part of Directive #4520.00.01(d).

4. The banner station will be assigned on a first come, first served basis.  Organizations may reserve space up to six months in advance .

5. When more than one banner application is received for the same month, banners shall be erected for a period not to exceed 10 days.

6. All requests for the use of the banner station shall be made through the Community Services Department.

7. Applicants shall at their own expense, carry and maintain and provide evidence of liability insurance against third party claims in the amount of $2,000,000 naming the City of Courtenay as additional named insured for the duration of the time the banner is hung; including a thirty (30) day cancellation clause on the insurance.
